The first part of this post isn't really necessary to challenging the DN2 League. It's more or less to even the playing field between moderators who already have access to this information elsewhere and normal users who do not have access to this information. Unless you are interested in my tl;dr explaination of the simple math that goes into determining power levels of leaders, and plan to use it to figure out the actual power levels of Gym Leaders using the amount of power characters are getting from battles, I would suggest skipping to the next part of this post that is in red.
No, this isn't the thread where I tell you exactly how powerful each gym leader is. I will instead explain how each gym leaders power is calculated. Each Gym Leader has three numbers assigned to them. A minimum power level, a maximum power level, and a POC (Percent of Challenger). The POC is probably the most important. The first gym leader has a POC of 100%, and the number increases as you go down the list, with the final gym leader having a POC of 200%. As you may have guessed, the POC determines the Gym leaders power based of of the power the challenger has. For example, if your character had 200 power, and faced a gym with a POC of 150, the gym leader in that gym would have 300 power.
Now, you may be thinking that you could either challenge the DN2 League with a character with one power and face the final gym leader that only has 2 power, or you could face the DN2 League with a character that has an already high level of power that would make the gyms impossible to beat, however, this is where the Minimum/Maximum values come in. The minimum power level is the lowest a gym leaders power level can be, and the Maximum is the highest. So lets explore that 150 Gym again and say it has Min/Max values of 200-500 and you challenge it with three characters.
First character: 100 Power
Gym leader: 200 Power
Second Character: 200 Power
Gym leader: 300 Power
Third Character: 400 Power
Gym leader: 500 Power
The first character WOULD result in a gym leader with 150 power, but the minimum value increases the gym leaders power to 200, the third gym WOULD have a gym leader with 600 power, but the maximum value limits it to 500. So you can challenge any gym leader knowing that your character will be given the same challenge as any other character.

If you earn the badge of a gym leader in a tier above one you haven't finished yet, any gym leaders in the tier below them will be 10% stronger when you go to fight them, even going above their maximum power level. This can be bad if your character has a type disadvantage in one of the lower gyms, but it can be very good for power gains and avoiding battles that would be far to easy and uninteresting for your character.
Also, it's important to note that if you challenge a gym with more than one character, the gym leaders will adjust their power based on the strongest character challenging the gyms. This goes for characters with multiple forms as well.
